The work of crafting policies to enhance the cultural lives of city residents involves dealing with some hard questions:
– What outcome is desired, and what has blocked its achievement?
– Who is meant to benefit?
– What counts as culture?
– How is this going to be paid for?
– Who decides all of this?

Dr. Rushton will draw upon the experiences of cities that have dealt with these questions, in particular those that have gained voter approval for dedicated tax revenues for the arts. Even with a steady stream of revenue to devote to culture, some difficult choices – involving diverse sets of values – have to be made.

ABOUT:
Michael Rushton, Ph.D., former director of Arts Administration Programs at Indiana University’s School of Public and Environmental Affairs (SPEA), serves as Associate Vice President for University Academic Affairs and Director of Strategic Planning for Indiana University. His research includes topics such as public funding for the arts, the role of nonprofit organizations, freedom of expression, and the arts and local development. As Professor in Arts Administration, his expertise is in the economics, management and public policy of the arts.
